Setting the average concentration in a region affects the adjacent regions?

I have a simulation where the Events system is used to set the average concentration of a domain when certain points in time are reached. Despite only the one domain being selected, whenever this happens it affects the adjacent domains too. Is there a way to prevent this happening? I've checked to make sure it's not just that my time interval is too large-this behavior happens even at a time interval of 0.001 seconds.
